Taylor has a broad practice advising Commonwealth government departments and statutory bodies on administrative and public law in a range of merits and judicial review litigated matters before the Administrative Appeals Tribunal (AAT), and federal courts at all levels.

In addtion to administrative law, Taylor also has a background in civil liabilities and civil damages claims reported to Comcover by Fund Members, including the Department of Home Affairs, Australian Federal Police, Services Australia, the Australian Taxation Office, and the Civil Aviation Safety Authority.

Taylor’s career began in the Australian Public Service, where he held a range of roles across the Australian Taxation Office, and the Department of Finance. Taylor has a deep understanding of government and public sector environments, which informs his approach to acting for Ministers, departments, and agencies in working through their unique legal issues. Taylor is known for his pragmatic and flexible approach to dispute resolution, and his ability to effectively engage with parties to identify the key issues and find resolutions that are appropriate, practical, and cost effective.

Expertise

Taylor’s expertise includes:

  • Acting for the Minister for Immigration, Citizenship and Multicultural Affairs in a broad range of citizenship and migration merits review matters before the AAT, and judicial review matters before the Federal Circuit and Family Court, Federal Court, and High Court of Australia
  • Acting for the NDIA in merits review proceedings in relation to applications for access to the NDIS, and reviews of planning decisions for the reasonable and necessary supports to be included in participant plans
  • Acting for the Chief Police Officer of the ACT in relation to applications for family violence orders that are police-initiated, or court-initiated, before the Magistrates Court of Australia
  • Managing a diverse range of matters managed by Comcover in respect of claims for damages for unlawful imprisonment, assault and battery, director’s and officer’s liability, general protections claims, and unfair dismissal.

Recent Matters

  • A lengthy secondment to the Department of Home Affairs working across the Migration Litigation, and the Character, Citizenship and Removals Litigation sections
  • A lengthy secondment to the Australian Federal Police in the Freedom of Information and Information Law section, including processing first instance FOI decisions, internal reviews, and Information Commissioner reviews
  • While on secondment to the AFP, Taylor provided discrete advice on privacy law to support operational teams within the AFP, including the AFP Biological Forensics section.
