Paul is a Special Counsel in our Canberra office.

He is a nationally and internationally recognised leading lawyer in major projects and commercial transactions with over 30 years experience. Paul has a strong focus on technologies, IP, ICT as a service and cloud, R&D, contracts and novel funding arrangements, probity and procurement, health and social policy.

Paul delivers value to clients by utilising his experience in all forms of project delivery in both the private and public sectors to assist clients to achieve their outcomes effectively, efficiently and economically.

He has previously held roles as the CSIRO Corporate Solicitor, as the Head of Commercial Law and Deputy Government Solicitor (Commercial) AGS and senior roles in tier one national and international firms.

Paul has engaged in numerous treaty, less than treaty status and international agreements under private domestic laws in the areas of double taxation, social security, health, Science and Technology, R&D , defence, cultural heritage and space. He has advised numerous governments including the Commonwealth, the Australian states and the ACT and the governments and agencies of the United States of America, Japan, Canada and the European Commission.

Paul regularly presents seminars and workshops in his areas of expertise including on legal and contract interpretation and drafting. He regularly tutors and lecturers at ANU, through the Crawford School of Government and Economics and at the University of Canberra.

Paul is a member of the Law Society of the ACT’s Legal Profession Act and Ethics Committee and its International Law Committee.
